The Northney & Tye Village Design Statement (The VDS) was created by local residents starting in 2005. The VDS was approved in 2008 by Havant Borough Council as non-statutory planning guidance that can be used as a material consideration in determining planning applications. The VDS is also cross referenced in the Council’s adopted Design Guide.
The purpose of the VDS is to help guide change and to conserve and enhance the historic and natural legacy of North East Hayling. It offers local guidance to all those making planning and development decisions for Northney and Tye and is intended for use by local householders, businesses and farmers, planners, engineers, architects, designers, developers, builders, statutory bodies and utility companies.
The VDS was developed through extensive local engagement with residents over a three-year period and represents the considered and collective opinion of the people of Northney and Tye and is a statement about the local characteristics which the residents value in this beautiful area.
Northney & Tye are areas that are not and are unlikely to ever be a focus for any significant new development due to infrastructure constraints and this is confirmed in the Council’s local plans. NEHRA reviewed the VDS in 2017 for potential updates and published Clarification Notes. NEHRA considers that the context and design principles in the VDS remain relevant; as such the VDS continues to be a valid material consideration for anyone considering new development in Northney & Tye.
